I bought this reel of film years ago, and finally had it converted over to PC play back version. Since I don't own a 16mm reel to reel projector the file version conversion made a lot of sense. I had a place in AZ, and also a forum member both convert the film footage into a file for me. The forum member (unnamed because I am not sure if I can mention his name) did a great job. His conversion removed more of the defects in the film, while the other company seemed to bring back more color, but had the audio, and blemishes in the film. The YouTube video I posted is a non-color corrected version, more of a raw version, but with some slight touch up that I can see. I don't have any technical back ground to answer the conversion method, but a public thank you to the unnamed film conversion forum member is in order.
