The main thing that doesn't make sense about Galactica 1980 is how 30 years have passed since "The Hand of God" and yet we've only made it from 1969 (at the earliest) to 1980. But maybe the seeds of the solution are planted in the show's concept of time travel.
Troy speaks of traveling into the past as a consequence of exceeding the speed of light. We know that in the original series not all of the ships could go as fast as the Galactica, and the Galactica itself only rarely went to light speed. (Never mind how little sense that makes when they're crossing galaxies.) But in 1980, Troy speaks of faster-than-light travel as a fait accompli. Now, suppose it was Dr. Zee who was responsible for developing a method whereby all the ships in the fleet could travel slightly above light speed, as a way of getting them to Earth sooner. If they did that for a few years on end, that would tend to explain how they could reach Earth in no more than 11 Earth years while 30 years had passed for the people in the fleet.
Does that solve the canon puzzle?

Are the radio waves heard in "The Hand of God" in sync with "current" time? Or do they tavel slower... or just bounce around at random and time holds no more meaning for them?
