Il head sizing and costume wear
I know there is a lot of mystery about the IL costume and how it was worn which makes me ponder the head sizing for the costume. I believe the head was worn as an over the shoulder headpiece. I think this becasue Specter waves his arms a lot and it seems pretty obvious that the arms dont match up with the head right. ALso there are far too many electronics in the head to accomodate anything else. The blocky shoulders make it obvious too.
Anyways, I'm sure we all agree on the above but what I am most interested in is what you guys think of sizing. If this were to be a costume piece for fans I assume the costume head is 1:1 with a real head (not enlarged as a mask would be). to be worn above the head of a shorter indiviual.
Thoughts? - insight? ...actual dimentions?

You are correct 100% on how it sat on the actor. As for size well not sure since the guy was a smaller guy wearing a suit as tall as me almost.

The actors' head had to be a bit lower, since there were several spyholes located at the IL-Cylons' chest:

It was Felix Silla who played Lucifer right? And we all know he played Twiki. Silla is 3'11"
