After watching the scene where Lucifer sits atop Baltar's throne chair having a chat with a Centurion in the episode "Lost Planet of the Gods", I realized that the other tube not containing the rope lights was filled with some kind of (purple?) liquid. Have a look at the scene here.

Guess it was their way to show some cerebral fluid inside the IL-Series Cylons' heads?
However, the fluid was abandoned from the episode "The Young Lords" onward leaving behind the empty row of tubing. Perhaps it was too hard / expensive to work with?
