Does anyone know the diameter of the actor Eye Holes (Salt & Pepper Holes) above the brow? I bought some drill bits one 1/16" and a slightly larger 5/64" assuming one or the other would work out. Also, is there a guide or a standard diagram I can follow to get as close as possible to how many holes were typically drilled out?

I believe they are very different from cylon to cylon. Vulpas are huge and the whole forehead and red eye's are small and tightly clustered in the corner of the forehead by the Mohawk and he has the slit. While the garrison leaders is a slit covered in Mylar.

The holes are tiny, truly like a salt shaker, and just kind of random. No set pattern, except a general location.

And what we see on Vulpas' helmet today is not BSG screen accurate, but rather Knight Rider.
The helmet was re-used in Knight Rider - "Halloween Knight" and the salt and pepper holes were changed to be more like a cheese grater!!!
